Recognizing ASHI’s Star Players
The winners of the 2024 Philip C. Monahon and John E. Cox Member of the Year awards

ASHI Certified Home Inspectors Bob Mulloy, Paul MacNeill, and Mike Atwell were among those recognized in late January with prestigious home inspection awards as part of the 2024 ASHI Awards.
These annual awards recognize ASHI members who have made exceptional contributions to an ASHI chapter or innovative contributions to the ASHI membership.
Philip C. Monahon Award
To be considered for the Philip C. Monahon Award, an ASHI Certified Inspector (ACI) must be dedicated to the goals and ideals of ASHI as stated in the Code of Ethics; have rendered outstanding contributions to ASHI for a minimum of five years; and have contributed time, talent, or expertise that was beneficial to ASHI, its members, and the public ASHI ultimately serves.
ASHI New England’s Bob Mulloy is the 2024 Monahon Award winner. Mulloy has been in the home inspection profession for more than 35 years, and he’s no stranger to awards, according to Mike Atwell, ASHI Past President and current ASHI NE board member.
“Short of re-naming the chapter, we have given him every award we have. The State of Massachusetts has singled him out for their praise,” Atwell said. “I cannot think of, nor can I imagine, any chapter member more deserving of the Phillip C. Monahan Award for the contributions he made to his chapter and our profession over many years.”
Atwell estimates Mulloy has given more than 200 hours annually to his chapter—contributing widely as education chairman, as a regular presenter at monthly meetings and conferences, and more. He said Mulloy’s role as education chairman, which he assumed in 2006, has been profoundly important to the chapter and is especially time-consuming.
Atwell said Mulloy’s organization of 11 two-day education conferences were mammoth undertakings, for example. These involved selecting topics, locating and scheduling speakers, creating detailed publicity materials, obtaining approvals for continuing education, coordinating volunteers, and more. “To his credit, we have averaged between 95 and 115 attendees on each day for all of these conferences. The proceeds from these conferences are absolutely necessary for the viability of our chapter,” Atwell said.
“As we know, there are ‘givers’ and ‘takers” in life. Bob Mulloy is the best example of a ‘giver” I have ever known,” Atwell said. “He inspired a generation of New England inspectors to strive for high standards of technical proficiency and ethics.”

John E. Cox Member of the Year Award
To be considered for the John E. Cox Member of the Year Award, an ACI must have rendered outstanding service to an ASHI chapter and to the home inspection profession over a period of years.
Paul MacNeill is the 2024 Cox Award recipient. MacNeill has spent most of his nearly 20 years in the home inspection profession as an ACI and contributor to the STL ASHI Chapter, volunteering on multiple committees from the very beginning, according to Harry O. Morrell, STL ASHI board member and three-time past STL ASHI president.
“Paul has been an asset to our industry in general but more specifically to our community in the St. Louis Metro area by providing mentorship to younger inspectors and world-class education to make our inspectors second to none,” Morrell said.
After serving several years on the education, public relations, legislation, and membership committees, MacNeill worked his way up to chair the education committee, Morrell said. He recently chaired and put together an ASHI Inspection World on the Road event. “Due to the economy and losing many members to retirements and marginal companies going out of business, the chapter education committee was the smallest in 20+ years. This did not bother Paul; Paul took on all the important jobs of putting on a complicated task of a three-day seminar—including food, venue, and speakers, to name just a few. This was a one year–plus project with monthly meetings.”
The result was a successful seminar that attracted out-of-town and out-of-state ASHI members that the group had not seen in years, Morrell said. He also champions MacNeill for setting up speakers for the chapter’s monthly meeting for the rest of the year—right after the ASHI on the Road programming, no less.
