Question

Does Section 2.2.B.1 require the inspector to report whether a system or component is unsafe due to improper installation impose a duty for the inspector to know the manufacturer's guidelines for installation?

Response

No. The Glossary defines Unsafe as: A condition in a readily accessible, installed system or component which is judged to be a significant risk of personal injury during normal, day-to-day use. The risk may be due to damage, deterioration, improper installation or a change in accepted residential construction standards.

 The inspector is not required to know the specifics of any manufacturer's product or its installation guidelines. If the inspector, based on his general understanding of proper system and component installation, determines a condition to be unsafe, the inspector has an obligation to report such. If the inspector is unfamiliar with the particulars of a given installation, or is uncomfortable with his ability to make a reasonable determination, he should recommend further inspection by a qualified specialist.
